TARANAKI PROVI XCJAL EXECUTIVE. Tho usual monthly mooting of the Taranaki Provincial Executive, N./. Fanners” Union, was field at Hawera on Thursday. Present: Messrs. J. W. Jones ipresident), E. .Maxwell, R. Lambic, S. Forsyth, W. T. Williams, W. Cleaver, 11. ‘ Dunn, J. Thomson, and J. Davidson. Distribution of Prize Essays, Tho secretary reported, that arrangements had been made with the “Press” Company to publish tho three prize essays in the “Weekly Press,” and to supply 25,000 copies in pamphlet form, the first essay had appeared last week, and the second essay this week. A lengthy discussion took place in which there was a diversity of opinion as to whether the essays should he distributed free or whether a charge should be made, and what the charge should ho. Eventually, on tho motion of Mr. Maxwell, seconded by Mr Thomson, it was resolved; That tho secretary write to all branches in the Taranaki Provincial district, and to all provincial secretaries in other provinces, enquiring how many copies of the prise essays in pamphlet form they would require, branches that have contributed to tiie fund already to ho credited with the amount of their contributions. Price to be Jd pen copy. Mortgages Repayable on Demand. The Stratford Chamber of Commerce forwarded copies of a paper read by Mr. J. 13. Piebalds on mortgages payable on demand, and asked if the Union would undertake to distribute them to the branches.—Received, that the request he complied with. Milk Testing. A letter was received from the' Waimate branch, pointing out that the question of factory milk testing was in a very unsatisfactory state, and that it would bo much better if tiic testing was in the hands of an independent ofiiccr, also forwarding flic following resolution passed by the branch: That tho Government should be requested to appoint qualified officers to do all factory milk testing, factories to be conveniently grouped so that tho officers’ time would be fully occupied, the officers’ salaries to be paid proportionately by the companies; and tiiat a copy of this resolution be sent to tho Provincial Executive with a request to forward it to the Minister of Agriculture. On tho motion of Messrs. Maxwell and Williams it was resolved; That the provincial executives be urged to do what they can to further tno establishment of testing associations in all dairying districts. Agricultural Scholarships. In connection with a request from the Executive relative to agricultural scholarships, the Eltham County clerk wrote: — _ “Tho fonowing reply lias been received from the Controller; and Audi-tor-General, which speaks for itself: ‘ln reply to your letter of tho 6th April, in which you ask*for the ruling of tho Atictii Office as to whether tfio payment of a monetary vote out of the County fund for the establishment of a provincial or other agricultural scholarship would come within tho meaning ot Section 191 of the Education Acty 1908, 1 have the following opinion by Messrs. Maxwell and Davidson: That a scholarship cannot be regarded as for the purpose of encouraging the formation or increasing tiie efficiency of classes. As scholarships would appear to benefit individuals rather than classes, payments made for such purpose would not come within tho meaning of the section cf tho Act referred to above.’” It was resolved to thank the County Clerk for obtaining the opinion quoted. Dominion Conference. The chairman and secretary and Mr. Hunter wore appointed a committee to deal with remits for the Dominion Conference which may come in up to the 25th inst, increase of Levies. Mr. Lambic moved: That it bo,a recommendation to the Dominion Executive to increase the levies with the object of providing funds for tho payment of Dominion organisers, and that the same apply to provincial executives. Seconded by Mr. Davidson, and carried. ■ Tree Planting. It was resolved, cn the motion of Messrs. Maxwell and Davidson: That, with a view to encouraging re-affor-estation by private enterprise, to supplement that carried on by the State, more particularly with the object of making tree planting more general, instead of being confined to a few localities, the Dominion Conference endeavour to promote legislation so as to exempt the plantation of an acre in extent from rates and taxes, and to provide a subsidy being paid to planters. Annua! Conference. A motion was passed that tiie thanks of the Executive be conveyed to tho Inglewood Borough Council for the hospitality extended during the recent annual Provincial Conference. Agricultural Journal. With reference to a letter recently received from the Hon. Thomas Mackenzie to tiie effect that unless there was a considerable increase in the number of subscribers to the Agricultural Journal the basis upon which he obtained the consent of Cabinet to issue it would not bo realised, and this being so, there was a probability of the publication being discontinued, it was resolved, on- the motion of Messrs. Maxwell and Hunter: That in acknowledging the letter, the Hon. tho Minister of Agriculture, re monthly Agricultural Journal, the Executive expresses the hope that the publication of such a valuable paper will not bo stopped, and that the members of the Executive will do what they can to increase tho number of subscribers. The Freehold. It was resolved to forward the following remit to the Dominion Conference: That the attitude formerly taken up by the Union on tho question of tho freehold and Crown tenants bo reaffirmed.^
