Samuel stated that steps bad been taken that had secured re ductions in various directions, including press rates. Replying to Mr. Pearce, Mr Samuel said bo would urge the lioasury consent to the Pacihe Board’s construction of a second New Zealand cable. Mr. Pearce, in moving fd r :x SJatoowned Atlantic cable, outlined hu scheme, which Sir Joseph Ward sunported. Mr. Samuel declared that the expenditure was not hi stifle cl at present.
