CONSTITUTT ON TO BE AMENDED. THE TARIFF ATTACKED. (Received 14, 8.10 a.m.) Wash install, Juno 13. Tl l o Senate, by (5! votes to 24, passed a resolution to amend the constitution to provide for the election of senators dux\ by popular vote. Mr Bristow’s amendment, providing for the Federal Government’s supervision in such an election was adopted, the Vice-President giving his casting vote in favour, despite protests. The tariff was attacked in the House of Representatives. Mr Redfield, Democratic, claimed that protection would enable American manufacturers to sell at such high prices that they would not study their own conditions, but would rely on Government support instead of business management. Mr Redfield denied that foreign labour was cheaper than American. The latter produced more in proportion to wages received. A committee of the House of Representatives is investigating the sugar trust, and trust proceedings are pending. The State Department does not anticipate serious trouble between China and Mexico, believing the latter will settle any reasonable claims.
