In connection noth Mr. Fisher's declaration, “The Times” adds that though the step could not bo retracted, the good effects would be liable to lapse if the machinery was not changed. The Colonial Office should be strengthened by creating a council with functions resembling those of the Secretary of State’s Council in the Indian* office. The Overseas Governments should create a Minister whoso whole duty would ho to keep them informed on Imperial affairs. '
