Not even the proposal income tax lias roused more discussion than this lax. 11 was .first proposed some two years ago to levy upon the flyleaf anti pamphlet advertisements with which J’aiisiaus' have Ion" heen pestered as they walk abroad and the streets in consequence daily littered. Some people took up cudgels for the tradesmen w ho advertised, others for the poor devils who gained a scanty pittance by distributing. Others declared that the pnhlie who out of pity .'took the 1 papers and from fear of containiuatr ing germs instantly threw them to the ground were alone to blame, and that such people must ho prosecuted. A tradesman who recently brought an action against the distributors because they littered the pavement before his shop and so kept off customers lost his case on the ground that the general public were in fault for making the litter. But everyone urged that some step must be 'taken to ston the nuisance.
