(Rec. 1.40 p.m. LONDON, August 10. Shortly after the news of the Japanese offer to accept the Potsdam ultimatum was received in London, a crowd began to gather in.the streets around the 8.8. C. Building and before long thousands were standing in the bright sunshine under a shower of ticker-tape and tom-up telephone directories from office windows. There was occasional cheering as fresh news was received and an air of expectancy reigned throughout the city as an official announcement was awaited.
