RUSSIA TO TAKE PART
Conference On Status Of Tangier
(Rec. 7 p.m.) LONDON, July 4. Paris radio announced that the British, French and American Governments have agreed to Russia joining the Tangier talks. “Russia has every right to a voice in the international zone at the entrance to the Mediterranean,” says Izvestia in a leader. “The Russian Government, although informed by Britain and France that the conference would be called in Paris on Tuesday to discuss the future status of Tangier, was not invited to participate, either in the preliminary exchange or the conference. Any discussion of the problem of Tangier without Russian participation cannot be recognized as legitimate.” . The editorial recalled that m the two earlier international agreements on Tangier—the Treaty of Morocco of 1880 and the Treaty of Algiers of 1906—Russia had participated.
