CLOSED ISSUE AT UNCIO
Discussion On Polish Question
(Rec. 10 p.m.) LONDON, May 6. The Polish question is widely regarded at San Francisco as a closed issue as far as UNCIO is Concerned, says the correspondent of The New York Herald Tribune. It is learned that the British Foreign Secretary, Mr Anthony Eden, received a telegram from Mr Churchill entirely agreeing with his and Mr Edward R. Stettinius’s attitude and pointing out that the latest developments inside Poland have only served to justify British and American insistence upon the establishment of a broader democratic Polish Government before the admittance of Poland to UNCIO.
Presumably the problem will be reoperied when the Soviet Foreign Commissar, M. Viacheslav Molotov, the United States Ambassador to Moscow, Mr Averill W. Harriman, and the British Ambasador to Moscow, Sir Archibald Clark Kerr, resume work in Moscow as a commission which is considering carrying out the Yalta decisions on Poland.
The correspondent of The New York Times at San Francisco says that the “Big Four” phase at UNCIO ended today with agreement on all points, except the Polish issue and the trusteeship question. The small nations’ phase will open with an attempt to complete the writing of the world security charter within the next fortnight. Two main points on which Russia lagged behind Britain, America and China in the conferences last week were solved today. These were the Washington proposals (1) That the security charter should authorise the General Assembly to recommend the removal and conditions that might lead to a war, and (2) give the new League of Nations jurisdiction over alliances not directed against the present enemies.
A source of information close to the Russian delegation said that M. Molotov has advised the other sponsoring Powers that he accepted, the American formula on these two questions. The New York Herald Tribune says that the advisers of some of the major Powers hope it is reported that the first meeting of the world organization will be held in London in September.
