ALLOCATION OF SUPER
FARMERS’ RIGHT OF APPEAL
According to advice received by the Invercargill Primary Production Committee from the Controller of Primary Industries, there is no guarantee that farmers this season will have the right of appeal if they consider they have suffered hardship in the allocation of the available supplies of superphosphate. The controller stated that the question would be considered at the next meeting of the National Council of Primary Production, but until further information was available about the superphosphate position no assurance could be given about the right of appeal. During the past two seasons farmers have had the right of appeal under the hardship clause of the regulations. In the 1942-43 season farmers received 40 per cent, of the average amount of super they obtained in the two previous seasons and in the 1943-44 season they were allowed 70 per cent, of their 194243 allocations, or about 28 per cent, of the average' amounts for the 1940-41 and 1941-42 seasons. For various reasons this basis of computation would have left some farmers in a difficult position had they not had the right of appeal. Last season dairy farmers received an extra allowance of super, but it is not known whether a similar concession will be granted to them this season. The Invercargill Primary Production Committee has already received a number of inquiries about the right of appeal this season in cases of hardship.
