(Rec. 11.30 p.m.) LONDON, June 27. Moscow radio says that Soviet architects are planning to make the new Stalingrad the “City of Victory.” The union of architects in Moscow is arranging an exhibition and an discussion of the plans submitted for the city’s restoration.
