JAPANESE HOSTILITY TO AMERICA

RESOLUTION PASSED BY LOWER HOUSE

GOVERNMENT’S POLICY SUPPORTED

(United Press Association —Telegraph Copyright) (Rec. 1.15 a.m.) LONDON, November 18.

The Japanese House of Representatives has carried a resolution strongly antagonistic to the United States. The resolution urged the Government to carry out unswervingly Japan’s policies and declared that the greatest obstacle to a settlement of the “China affair” was a group of hostile nations led by the United States. The resolution accused the United States of seeking world domination. In Washington the Secretary of State, Mr Cordell Hull, accompanied the Japanese Ambassador, Admiral Kichisaburo Nomura, and the special envoy, Mr Saburo Kurusu, to the White House conference with President Roosevelt. Mr Hull later told the Press it was too early to say whether the outlook was optimistic or pessimistic, as the first talks were of a general nature. Mr Hull will see Mr Kurusu tomorrow.

“If Mr Kurusu’s diplomatic bag contains no better ‘terms’ that those the Prime Minister, General Hideki Tojo, announced yesterday, then Mr Kurusu is wasting his time,” said The Daily Mail in a leading article. “General Tojo used strange language on behalf of a Government whose emissary is supposed to be negotiating. Japan for a decade has been a trouble-maker in the Far East. She has repeatedly taken advantage of difficulties in the West to overrun neighbouring territories. The Western Powers, whose forbearance has been exemplary, are wearying of this large scale banditry. The time has come to call a halt to Japan’s career of aggression.”
