AMERICAN TALKS WITH JAPAN
REPLY TO PRESIDENT OF UNITED STATES NOTE FROM PRINCE KONOYE (Rec. 8.30 p.m.) KOBE, September 22. The Japan Chronicle, which is Government controlled, said today: “There is reason to hope that even at this late hour a satisfactory agreement may be reached between Japan and the United States.” The American Associated Press Shanghai correspondent reports that Mr Kaname Wakasugi, Counsellor to the Japanese Embassy in Washington, is taking to President Roosevelt a second personal message from the Japanese Prime Minister, Prince Fumimaro Konoye, containing counter proposals to the President’s reply to the first Note from Prince Konoye. Semi-official Japanese circles give credence to the report, which is not confirmed in Tokyo. Competition among the vernacular newspapers for circulation, which is keenest among the Asahi, Nichi Nichi and Yomiuri chains, will be terminated on December 1, when a system for the joint sale of newspapers will be inaugurated, aiming at a great saving in newsprint and labour. The system will include joint transportation, delivery and collection of subscriptions operated by the Newspaper ■ Federation, which is composed of newspapers and news agencies. The circulation departments will amalgamate and the entire country will be divided into nine distributive zones, in which federation-controlled agencies will function.
