LEND AND LEASE BILL
Congress Debate Continued (United Press Assn.—Telegraph Copyright) (Received February 7, 9 p.m.) WASHINGTON, February 6. The House of Representatives adopted. an amendment of the Foreign Affairs Committee making the Lend and Lease Bill effective until June 30, 1943. Meantime, Mr Roosevelt was empowered, until the same date, to give all authorized aid to Britain and to enter into contracts for such aid to be completed not later than June 30, 1946. By 206 votes to 145 the House of Representatives defeated a Republican substitute to the Bill aimed to limit British aid expenditure to 2,000,000,000 dollars. An amendment, introduced by Mr Maas, authorizing the President to negotiate the purchase of all British possessions in the Western Hemisphere except Canada and Nova Scotia for about 16,000,000,000 dollars was thrown out on the grounds that it was not connected with the issue. Another amendment, providing for transfers of United States Army and Navy equipment to Britain only after consultation with military and navai chiefs, was adopted. The House tentatively inserted a provision in the Bill enabling Congress to terminate the Presidential powers thereunder - at any time by majority approval or resolution in both Houses. This is known as a concurrent resolution and does not require the President s signature to become law.
