10 PER CENT. PENALTY AFTER FEBRUARY 14 Approximately half the Invercargill ratepayers took advantage of the City Council’s policy of allowing discount for prompt payment of this year’s rates. This means that those who paid their rates before the end of August 1940, received a discount of 21 per cent. Rate money is now coming in steadily. The 10 per cent, penalty this year will be imposed after February 14. For many years the penalty date was March 1, but a new system is in operation this year.
