Four Bills Read A Second Time TAXATION PROPOSALS DISCUSSED (From Our Parliamentary Reporter) WELLINGTON, July 18. With the financial debate disposed of, the House of Representatives was able today to show some studied interest in the new taxation proposals. Urgency was taken for the passing of five measures, all of them dealing with the budgetary proposals, and when the House rose just after 11.35 p.m. four of them had passed their second reading. They were the Land and Income Tax Amendment Bill, the Land and Income Tax (Annual) Bill, the Social Security Amendment Bill and the Financial Bill, which, among other things, introduces the new National Security tax, a proposal that comes into operation on Monday next. The fifth measure included in the motion for urgency was the National Savings Bill, but this was not reached. Many of the arguments heard in the financial debate were recapitulated, although the Opposition paid more attention to details. One objection which they raised with some persistence was to the payment of income tax on money paid out in the Social Security tax and the new National Security tax. The fact that no provision had been made for the conscription of wealth was a matter of some concern to Mr J. A. Lee (Dem. Lab., Grey Lynn).
