WEALTH SEIZED BY GOVERNMENT DUTY OF CITIZENS OUTLINED BUYING POWER TO BE REDUCED (United Press Assn.—Telegraph Copyright) (Received December 29, 11.40 p.m.) PARIS, December 29. The French Minister of Finance (M. Paul Reynaud), in a speech in the Senate, outlining the extraordinary financial sacrifices demanded of Frenchmen said: “The State has thrown itself upon the wealth of individuals and seized not only the wealth but the instruments for creating wealth. _ “All future increases of civil expenditure must be demanded of the taxpayer and all increases of
military expenditure of loans. This ruling will control our budgetary policy throughout the war. “The citizens’ duty is to save still more, subscribe still more, economize, give their savings to the State and forfeit daily luxuries to make France stronger, M. Reynaud said. “The buying power of the citizens must be reduced. The suppression of buying Will not dry up production because wartime production is different from peacetime.” BUDGET PASSED BY SENATE (Received December 29, 9.40 p.m.) PARIS, December 29. The Senate unanimously passed the Budget. THREE NAVAL RATINGS ON H.M.S. EXETER DEAD (British Official Wireless) (Received December 29, 9.5 p.m.) RUGBY, December 28. The Admiralty announces the names of three naval ratings on H.M.S. Exeter who, previously reported wounded, arc now reported as having died of wounds received in the action with the German pocket battleship Admiral Graf Spee.
