NOTICES TO MARINERS The Marine Department advises that from November 15 the lights on the main leading beacons, Manawatu river, will be exhibited from sunset to sunrise, and a fixed green light exhibited 6ft below the white harbour light when it is safe to enter. Vessels must not attempt to enter before the green light is shown. The four fathom and a-half patch shown about two cables southward of Okiato Point, Port Russell, does ( not exist, and together with the ■ note not examined," is to be expunged. LATVIAN SHIPPING The Latvian Government has appointed a director of shipping, whose task will be to secure the necessary tonnage for shipment of supplies to and from Latvia. All private fixtures, except those being carried out by ships outside Latvian sea territory, have been cancelled.
