BERLIN, May 26.

The Institute of Economic Investigation reports that the employed have increased from 20,000,000 to 21,300,000. Hours also are increasing. Generally, however, the quality and quantity of the products have declined. The grain, potato and beetroot crops are good, but the fruit crop is disastrous. Transport is over-burdened and foreign markets, are restricted. Many industries have exceeded the utmost maximum to which they may be exploited.
