JAPANESE SYMPATHY WITH DICTATORS

(Received May 21, 6.30 p.m.) TOKYO, May 20.

Japan’s Inner Cabinet held an urgent meeting today, after which it was announced that it had reached a final decision on its policy towards Europe. The Prime Minister (Baron Hiranuma) reported to the Emperor, and the full Cabinet will meet in the afternoon.

It is understood that the policy will be sympathic neutrality towards the Rome-Berlin axis, with no definite commitments.
