MEMEL NAVAL BASE STRENGTHENED
SUBMARINE FLOTILLA OF 12 VESSELS LONDON, March 30. In less than a week Germany has macle progress in strengthening Memel, already one of the strongest Baltic fortresses. A correspondent of The Daily Telegraph at Memel says the harbour is ..occupied by a submarine flotilla of 12 vessels. The German Navy Department declines to give details of the future Memel naval base, but it is likely to be used mainly by submarines and destroyers. There is not sufficient depth of water now to accommodate safely the largest warships. Memel commands the entrance to the Kurische Haff, the inland sea, which runs parallel to the Baltic for 60 miles and has a depth of 12 to 19 feet. Germany semi-officially denies Polish reports of thousands of arrests in Memel and the establishment of concentration camps, contending that only 183 persons have been arrested and 125 of them are in a common gaol.
