The House of Lords gave a second reading to the Bill to make blood tests of mother, child and defendant compulsory in all affiliation cases. Lord Dawson of Penn declared that the Bill was supported by :he scentific world.

Lord Merthyr stated that the tests would show that one-third of accused persons should be exonerated, and would have prevented the notorious case in which a man was imprisoned 19 times rather than pay an order which subsequently was shown to have been granted on perjured evidence.
