DIPLOMATIC CONCESSIONS TO SOVIET

GERMAN PLEDGE OF “MORE THAN

MORAL AID” REPORTED

(United Press Association —Telegraph Copyright) (Received August 11, 12.40 a.m.)

LONDON, August 10. A few hours after the breaking up of a conference of the Japanese General Staff in Tokyo, the members of the Supreme War Council were hastily summoned to consider the border hostilities in Manchukuo. Those present included the Emperor’s uncle, Prince Asaka; the Chief of the General Staff (Prince Kanin); and the Minister of War (LieutenantGeneral Itagaki). A conference was held later with 24 generals. T , The spokesman of the Foreign Office (Mr Tatsuo Kawai)) confirmed that Japan is agreeable to a border commission with equal Russian and Japanese representation, which would fall in with Moscow’s demands. The spokesman added that the negotiations in Moscow had not reached a deadlock, but patience was required. The Tokyo correspondent of The Daily Mail says that according to the newspaper Asahi Shimbun the German Foreign Minister (Herr Joachim von Ribbentrop) is reported to have assured the Japanese Ambassador to Berlin (Mr Shigenori Togo) that Japan could be assured of something beyond moral support from Germany, no matter how far the Russo-Japanese dispute might develop. The Daily Mail says it is officially stated that reports of material German help to Japan are misleading.
