PLAN TO END AIR MAID DEADLOCK

AUSTRALIA TO PREPARE DRAFT * AGREEMENT MELBOURNE, February 16. Early action to end the deadlock in the trans-Tasman air mail is proposed by the Commonwealth Government. It has been decided that the Minister of Defence (Mr H. V. Thorby) and the Postmaster-Genearl (Senator A. J. McLachlan) will prepare a draft agreement to which the British, Australian and New Zealand governments will be parties. It will follow the lines of the British and Australian agreement on the England-Australian air mail. The draft is being submitted to the other governments for discussion by cable. By taking the initiative the Commonwealth believes that the suggestion current in New Zealand that Australia is apathetic may be withdrawn. It is believed that the agreement proposes control by a company representing the three governments, but not subject to government dominion.
