REFUSAL TO RETURN TO MOSCOW REPORTED (Received December 29, 11.5 p.m.) LONDON, December 29. The Oslo correspondent of The Daily Telegraph says that M. Jacobovitch, the Soviet Minister at Oslo, who when recalled recently said he had asked for an appointment at Moscow, has left Oslo for an undisclosed destination. According to one newspaper report he has retired to a small hotel near Oslo. Mme Jacobovitch remains at the legation; her two grown-up sons are stated to be kept as hostages in MosIt is rumoured that M. Jacobovitch refuses to return to Moscow as he fears he will be sentenced to death for his association with M. Leon Trotsky, the exiled Bolshevik leader.
