NO RETURN TO GENEVA PARIS, December 23. In an article in the newspaper, Paris Soir, on his recent talks with German leaders, M. Pierre Flandin, a former Prime Minister and Foreign Minister, declares that Dr Hjalmar Schacht, until recently German Minister of National Economy, was authorized to come to Paris in the summer of 1938 to propose the return of Germany to the League of Nations if her colonies were restored; but German policy had since changed, and a return to Geneva was out of the question.
