REDUCTION OF TRADE BARRIERS URGED

LEAGUE EXPERTS’ REPORT (Received September 19, 6.30 p.m.) GENEVA, September 18. The report of the Economic Committee of the League of Nations urges reduction of trade barriers and other restrictions. Though it does not believe a conference on international trade 13 opportune at present, the report suggests that the governments make a joint declaration on the lines of the tripartite agreement in 1936, affirming common objectives in the matter of trade barriers and setting out the manner in which they propose to proceed. A memorandum published as an appendix urges the governments to attack low standards of living in order to create an important alternative demand for the products of the industries at present engaged in rearmament. The governments should agree on better conditions and remuneration for labour and more extensive social services. The purchasing power of the working class should be increased by keeping retail costs at reasonable levels. If improved standards of living were brought to the Far East it would open new possibilities of recovery.
