At the opening of the Diet, the Emperor declared that Japan was solicitous for the attainment of peace by mutual co-operation in China which failed to understand Japan’s true intentions Her troops only intended to persuade China to reconsider her attitude and to re-establish peace.

The Japanese Press increasingly charges Britain with encouraging the Chinese resistance. One leading publicist says: “It is an Anglo-Japanese, not a Sino-Japanese war. It is absurd to counsel care not to alienate British sympathy.”

Meanwhile, militarists and business men are urging the strengthening of the Germano-Japanese anti-Red pact. A supplementary budget increases the current expenditure to £321,000,000 and brings the bond issue for the same period to £200,000,000. In other words the National Debt will be increased by one-third within six months. Financial circles are asking how long hostilities will last and fear that the crescendo of expenditure will lead to disaster. SOVIET AID FOR CHINA PLANES AND MUNITIONS (Received September 5, 5.5 p.m.) TOKYO, September 5. The Domei news agency alleges that 29 planes manned by Russians are active at Shanghai and also that the Soviet is sending 250 planes, 100 guns and 150 anti-aircraft guns to China.
