GANDHI’S “POLICY SPEECH”

(Received July 18, 6.30 p.m.) BOMBAY, July 17. Legislation by members of the Nationalist Congress Party, the Socialist organization founded by the Mahatma Gandhi, is assured in all of the six provinces where the party has agreed to form a Ministry. The Mahatma Gandhi has written what is regarded as a “policy speech” in the weekly newspaper Harijan. He says that acceptance of office does not mean that the Congress intends to work the India Act for what it is, but as a step towards complete independence. Acceptance of office is a serious attempt to avoid a bloody revolution of mass and civil disobedience.
