JOINT FRANCO-BRITISH DECLARATION LONDON, April 19. The Paris correspondent of The Times says that Britain, France, and Belgium have agreed on the. text of a joint Franco-British declaration, guaranteeing Belgium’s independence and releasing Belgium from her obligations under the Treaty of Locarno. The declaration notes Belgium’s determination to resist foreign aggression by every possible means. Belgium reaffirms her fidelity to the League Covenant. The text records that the new situation does not imply any change in the mutual guarantees among Britain, France and Belgium.
