All shops in- the city except those selling food were closed today and are closing tomorrow owing to a decree enforcing a forty-hour week. Similar arrangements will continue in future. Sunday will be the general closing day throughout France in towns over 10,000 inhabitants, but the second day will be chosen according to local needs. The forty-hour week for banks and stock exchanges will begin on April 12 with closing on Saturdays and Sundays. Another decree prohibits payment from employees or withholding part of wages, thus eliminating workers buying employment or subsisting solely on tips.
