BOLIVIAN DECREE TO STANDARD COMPANY _ • “GOOD NEIGHBOUR” POLICY OF U.S.A. BLAMED (United Press Assn.—Telegraph Copyright) (Received March 18, 7.25 p.m.) NEW YORK, March 17. The Washington correspondent of The New York Times says that rumours persist, despite official denials, that the action of Bolivia yesterday in issuing a confiscatory decree to the Standard Oil Company will be the prelude to a series of such measures throughout South America. The action is thought to result from a belief that the “good neighbour” policy of the President (Mr Franklin D. Roosevelt) means that American investments in Latin America will be unprotected.
