The Washington correspondent of The New York Times says that rumours persist, despite official denials, that the action of Bolivia yesterday in issuing a confiscatory decree to the Standard Oil Company will be the prelude to a series of such measures throughout South America. The action is thought to result from a belief that the “good neighbour” policy of the President (Mr Franklin D. Roosevelt) means that American investments in Latin America will be unprotected.
