Messages from London state thatItaly and Germany are creating numerous difficulties in the work of the committee which is supervising nonintervention in Spain. Some despatches suggest that international control of the civil war may not be enforced on Saturday as was agreed. The newspaper Le Populaire, which is organized by the Prime Minister (M. Leon Blum), warns the Fascist Powers that if they persist in obstruction France will be obliged to regain freedom of action in Spain. BREAD RATIONED IN MADRID CAPITAL’S GRAVE PLIGHT (Received March 4, 7.5 p.m.) LONDON, March 3. Bread is Being rationed in Madrid, and purchases are restricted to 10 ounces a day for each person. The grave plight of Madrid which is indicated by the rationing is emphasized by the correspondent of The Daily Telegraph in an uncensored despatch from Valencia after a visit to the capital. “The food position is tragic,’ he-says. “I saw two serious riots, both caused by the action of bread shops selling out after 250 people had waited eight hours. Food is so pitifully scant that Madrid is bound to collapse from hunger if the insurgents surround it.” It is claimed that the Government forces crossed the Tagus, entered Toledo and seized the district near the Alcazar, and also that other Government forces have surrounded Oviedo and Talavera. Fierce fighting was reported earlier on the Jarama and Oviedo fronts. General Wilheim Faupel, German Ambassador to the rebel forces, presenting his credentials said that Herr Hitler was following General Franco’s “liberating with warm sympathy. NEITHER STOIFIN FAVOUR OF MEDIATION (British Official Wireless) RUGBY, March 3. In reply to a question' in the House of Commons on the prospects of mediation in Spain the Foreign Secretary (Mr R. A. Eden) said that the question whether his Majesty’s Government could take any steps to provide a basis of negotiation between the contending parties was constantly being considered in the light of developments. Up to the present it had received no indication that either party was prepared to consider mediation of any nature.
