The “Honour” Congress was the name given to this year’s Nazi rally by Herr Rudolf Hess, Minister without portfolio in the German Government, in his opening speech. The three previous Congresses had been named “victory,” “consolidation” and “equality,” said Herr Hess. Germany now possessed full equality and sovereignty over all its territory. “The events in Spain,” he declared, “show that Germany is again in a position to defend her subjects abroad. Bolshevism reveals itself in all its naked beastliness in Spain.” The 20,000 Nazis who packed the Congress Hall wildly cheered Herr Hitler, who was escorted by 600 flagbearers. Herr Hitler’s proclamation stated that the Nazi doctrine had been confirmed by its visible success. “Our ports are no longer - churchyards, our factories have quadrupled their staffs, and Krupp’s works are resounding with activity,” it said. Loud and prolonged cheers greeted the statement in the proclamation that Germany could not renounce her claim to the settlement of her colonial demands. “Some say that we do not need colonies. Nevertheless, we would know how to make them an economic success. It would be less difficult for us than the reduction of unemployment, in which all other governments have failed. We must export in order to buy agricultural and other products, and for this reason it is unreasonable for the world to complain of our cheap exports.” No Increase in Wages. The proclamation then explained that it was impossible to increase wages at present as that would lead to devaluation, and announced a new four-year plan designed to make Germany independent of other countries for all raw materials, which could be produced by German chemists, machines, and factories. Tlie establishment of these new industries would absorb workers after rearmament had been completed. The proclamation stated that the realization of the four-year plan would depend on social peace. "Where would Germany be if she had strikes or if her workers believed that they could fix their own wages?” it asked. “We are resolved to make Germany so strong that we will be able to ward off any attack from the outside with the utmost determination. This is the reason for our military measures, which will be increased or decreased according to necessity. Young Germans for all time will belong to the army for two years. Generation after generation will make this sacrifice. Germany is stronger than ever in political and military leadership.” Herr Adolf Wagner, Governor of Bavaria, read the proclamation on behalf of Herr Hitler. Then, to the accompaniment of the blaring of trumpets and the beating of drums, Herr Hitler left the hall and the vast crowds dispersed. A Fresh Outburst Against Jews “CARRIERS OF BOLSHEVIK PLAGUE” (United Press Assn.—Telegraph Copyright.) (Rec. 7.15 p.m.) Numerburg, Sept. 10. Herr Hitler, addressing the Nazi Cultural League, launched a fierce new attack on the Jews, accusing them of being carriers of the “Bolshevik plague” across the world. “Ninety-eight per cent, of the Russian Soviet leaders are Jews —overeducated, parasitic intellectuals who live off the land of another people, leading that people to anarchy,” declared the Fuhrer. He said that Bolshevik anarchy in Spain was being led by Jews, of either Spanish or foreign origin—Jews incapable of producing culture. A crowd of 7000 filled the huge Zeppelin field, where Herr Hitler watched 50,000 members of the Labour Corps march past, carrying gleaming steel shovels.
