Gore BOROUGH COUNCIL
FORTNIGHTLY MEETING The fortnightly meeting of the Gore Borough Council was held last evening. There were present: The Mayor (Mr A. T. Newman) and Councillors J. A. Wright, J. A. Baldey, R. L. Reid, N. Robson, T. Sim, F. S. Graham, A. McLachlan, J. A. S. Aitken, G. C. Hamilton, W. T. Trusler and G. Muir. A letter was received from the Invercargill Chamber of Commerce stating that it was the chamber’s opinion that some effort should be made by all public bodies interested to examine the proposals of the Government for the purchase of the Southland Electric Power Board’s undertaking and after doing so, if it was thought necessary to issue a statement for publication. It was requested that the council advise the secretary immediately if the council was prepared to appoint representatives to attend a meeting for this purpose. Several councillors expressed the opinion that it was desirable that full particulars of the board’s provisions should be made available. The Mayor and Councillor Baldey were appointed to attend the proposed conference. The Southland County Council wrote stating that the council’s arrangement for the improvement of Talbot street was satisfactory. Fourteen residents and ratepayers of the south side of Elizabeth street petitioned the council for a concrete footpath on the south side of the street. The petition was referred to the Works Committee. Nine ratepayers and occupiers of properties in Elsie and Milton streets on the south side of Crombie street requested the council to have the drainage system extended to their streets. The petition was referred to the Works Committee. The Gore High School Board of Governors applied for a donation towards evening technical classes.. The application was referred to the Finance Committee. , Mr John Hamer, on behalf of John Fuller and Sons, applied for permission to screen pictures in the St. James Theatre on Good Friday. The application was granted. _ _, A letter was received from Mrs h. G. Wilson on behalf of the Garden Circle of the Gore Women’s Institute and Gore Women’s Club, stating that at a combined meeting of the institute and the Women’s Club it had been decided that a public meeting be called for the purpose of forming an amenities society and that the meeting be held on April 21. The Mayor had consented to preside and a cordial invitation was extended to the members of the Borough Council to be present. Means of
raising funds for the purpose of carrying on the work of such a society had been discussed and it had been reported that the Women’s Institutes of Eastern Southland had promised half the profits from their drama festival. There was also a sum of money to the credit of the Gore Beautifying Society, which had been out of operation for some time. This sum no doubt would be available. With these two amounts and a membership subscription there would be a good sum to commence operations with. The question of putting the residential streets in order had also been discussed, stated Mrs Wilson. She asked the council to what extent it would be willing to assist in this matter. Would the council be prepared to put into workable order the grass between the water table and the roadline and plant with trees of uniform type if the residents of such streets consented to maintain them? Mrs Wilson also asked for permission for the use of the Town Hall for the public meeting on April 21. It was decided to grant the request for the use of the Council Chambers and approval was given to the suggestion contained in the letter concerning street beautification, the council to have the final decision. Permission was granted to the Returned Soldiers’ Association to hold the annual Poppy Day appeal on Saturday, April 18. Works Committee. The following recommendations in the report of the Works Committee were adopted unless otherwise stated:— Fence at Children’s Playground: It was decided to recommend that a post and wire fence be erected and that a live fence be planted at the proper time; that the gardener obtain prices for the erection of gates donated by Green’s estate, and that the foreman of works make the concrete posts required. Footpath in Front of St. James Theatre: It was decided to recommend that £4 be donated towards the cost of concreting the whole width of the footpath in front of the theatre. Additional Parking Area in Irk Street: It was decided to recommend that an additional area be set aside for the parking of cars on the north side of Irk street from the entrance to the Rialto to within one chain of Fairfield street, but that all crossings and entrances to garages must be left clear. It was also decided to vary the parking area on the south side of the street to leave the front of the St. James Theatre clear of parked cars. Finance Committee. The Finance Committee, after considering the position of the library, recommended that the council grant £75 for next year only, and that the matter be reviewed at the end of March, and that the sum of £25 be paid each month to the treasurer of the- library subject to adjustment in the last payment if necessary. Lighting Committee. The Lighting Committee considered the electrical engineer’s report on improving the street lighting in Main street from the Club Hotel northwards and recommended that the small lighting system be carried out, including an additional light at Cobham street, and that the work be done as far as possible before the winter sets in. It also recommended that the council indent three large street light fittings and one dozen small ones.
THE BATHS PROPOSAL At last night’s meeting of the Gore Borough Council the Town Clerk reported that the plans of the baths had been received back from the district engineer of the Public Works Department after being finally approved. The total estimated cost exceeded £5OOO. The Baths Committee recommended that a letter be forwarded to the Loans Board protesting against the elaboration of the plans which had increased the estimated cost of the work from £3500 to £5OOO.
The Mayor (Mr A. T. Newman) said that the latest estimates were quite beyond the means of the council. The only alternative seemed to be that the baths should be erected without a roof.
Cr. G. C. Hamilton suggested that the council obtain an opinion from the solicitor of the Municipal Association on the legality of not completing the work.
Cr. G. Muir said that the whole position should be ventilated before a higher authority in order to see if baths suitable for Gore could not be built for £3500.
Cr. F. S. Graham said he did not think the baths should be built without a roof. This would be creating a liability for the future. On the motion of Cr. Hamilton it was decided that the Finance Committee should meet the Swimming Club after which the Mayor should proceed to Wellington to interview the Minister of Public Works. The sum of £3OO 17/6 has been raised in donations by the Gore Citizens’ Swimming Baths Committee for the establishment of swimming baths at Gore. The sum aimed at by the committee as its contribution to the cost of the baths is £5OO. RIFLE SHOOTING THE DEFENCE CLUB. Members of the Gore Defence Rifle Club commenced a series for a trophy presented by Mr H. Windle, the ranges being 300 and 600 yards. J. Catto secured top score with 94, including five points handicap. Catto also won the Matthews Button for top score off the rifle, with a total of 89. G. L. Sadd secured the same total, but was counted out, Catto making the higher score at the longer distance. S. Preece won the range prize at 300 yards with a scratch 47. J. Catto was successful at 600 yards with 47, including two points handicap. The scratch scores of the first 10 men also count for the City Guards Shield. The detailed scores are as follows:— Yards.
