The Nanking Government has appointed General Sung Cheh-yuan, Commander-in-Chief of the Peking and Tientsin armies, as peace commissioner for East Hopei, but Major-General Doihara declares that this and similar measures are a mere gesture and that Japan will protect Ying Ju-keng, the administrator, in Tungchow and also in Peking, whither 500 Japanese troops have arrived from Tientsin, ostensibly for manoeuvres. The Japanese have taken over, the Tientsin racecourse from its Chinese owner as an aerodrome and have despatched 12,000 Manchukuo troops to Kupeiko Pass, on the Great Wall, in order, so the Chinese declare, to support the Tungchow regime.
