Captain Peter William Gordon Spiers, of Dunedin. The Hon. Sir James Parr, K.C.M.G., High Commissioner for New Zealand, was born at Cambridge in 1869. He was educated at Auckland Grammar School and Auckland University College, and was admitted to the Bar in 1890. He practised at Auckland until 1920, as head of the firm of Parr and Blomfield. He was Mayor of Auckland from 1911 to 1915, and was M.P. for Eden from 1914 till 1926. He was a member of the New Zealand Parliamentary Commission to the war front in 1916. He was Minister of Education from 1920 to 1926 and Minister of Health from 1920 to 1924. He held the portfolio of Justice and was PostmasterGeneral from 1924 to 1926, when he became High Commissioner for New Zealand, a position which he still holds. His previous honours were C.M.G. (1914) and K.C.M.G. (1924). Sir James Parr represented New Zealand on the League of Nations from 1926 to 1930, and was on the Empire Marketing Board for a similar term. In October, 1931, he was appointed to the Legislative Council. Sir James Pari’ is a Past Master of Lodge St. Andrew. The Hon. Sir Alfred Ransom, ActingPrime Minister, Minister of Lands and Commissioner of State Forests, was born at Lower Hutt in 1868 and was educated at the Lower Hutt Primary School. He was first President of the Dannevirke Chamber of Commerce; Mayor of Dannevirke; Chairman of the Fire Board; Chairman of the Efficiency Board of Trustees during the Great War; Chairman of the Dannevirke Power Board since its inception; M.P. for Pahiatua from 1922 to date; Nationalist Whip from 1925-1928; Deputy Leader of the United Party in 1928; Minister of Public Works (Ward Government) 1928 to 1930; Minister of Lands and Valuation 1930 and ActingPrime Minister from September 1930 to January 1931. His Honour Sir Francis Nemon Frazer, deputy chairman of the Agricultural Executive, was educated at Nelson College, Otago University and Canterbury University College. He graduated M.A. and LL.B., and practised law at Christchurch and Milton. He was appointed a stipendiary magistrate in 1911. He was chairman of the Public Service Appeal Board and the P. and T. Appeal Board (1918) and became a judge of the Court of Arbitration in 1921, a position which he held until April of this year. In 1934 he was appointed chairman of the Dairy Commission, and his appointment to the Agricultural Executive followed in April of this year. He is 55 years of age.

Sir Henry Horton, who is chairman and managing director of Messrs Wilson and Horton Ltd., of Auckland, proprietors of the New Zealand Herald and the Weekly News, was born at Timaru in 1870, a son of Mr A. G. Horton. He was educated at Christ’s College and later gained the Bachelor of Arts degree of the University of New Zealand. He commenced his newspaper career as cadet reporter with the firm of Wilson and Horton in 1888 and was made a partner in 1906. In 1926 he became chairman and managing director. During the war Sir Henry served as a captain with the Auckland Motor Service Corps. He has always taken a keen interest in the activities of the British Empire Press Union and he is chairman of the New Zealand branch. Sir Henry is a director of the United Press Association, a director of the New Zealand Insurance Co., Ltd., and a director of the Sugar Refining Co., Ltd. He is a member of the Auckland Patriotic Society and the Auckland University College Council and in 1931 he was president of the Auckland Golf Club. In 1897 Sir Henry marrier Miss Jessie Buchanan Thomson, of Auckland, and they have two sons, Mr G. H. Horton and Mr R. D. Horton.

Brigadier-General Herbert Ernest Hart, C. 8., CJM.G., D. 5.0., is the Administrator of Western Samoa. He was born at Carterton in 1882, and practised as a barrister and solicitor. He served in the South African War from 1900 to 1902, and throughout the Great War in Egypt, Gallipoli and France, during which he rose to his present rank. He was an honorary aide-de-camp to Viscount Jellicoe, and has held his present position since 1931. Brigadier William Hatchwell Livingstone Sinclair Burgess, G.O.C. New Zealand Military Forces since 1931, has his headquarters at Wellington. He was born in England in 1880 and educated there. He served throughout the Great War as a colonel of the Australian artillery, and also as a brigadier-gen-eral. He was mentioned in despatches six times, and his decorations include the D.S.O. (1316), the Croix d’ Officier Legion d’ Honneur, C.M.G., and C.B. In 1922 he was appointed Director of Military Training and Intelligence, and became chief of the General Staff qf New Zealand in 1924. He is an additional aide-de-camp to his Majesty the King.
