BELOW EXPECTATIONS.
(United Press Assn.—Telegraph Copyright.) (Rec. 6.30 p.m.) Delhi, February 14. The Council of State, after three days’ debate on the reforms, adopted by 32 votes to 14 an amendment declaring that the proposals marked a great advance on the existing Constitution, although they were far short of Indian aspirations and had not met the demands of the Indian delegates to the round-table conferences.
