WORLD COMMONWEALTH
ALTERNATIVE TO WAR. (United Press Assn.—Telegraph Copyright.) Oslo, December 11. Mr Arthur Henderson, in a public address urging the creation of a world commonwealth as the only alternative to war, expressed the opinion that war may forever be ruled out between the Empire, the United States, the surviving European democracies, and also Russia, whose international policy was devoted to peace.
