MORE HOPEFUL OUTLOOK.

(Rec. 5.5 p.m.) Rugby, November 21. The attitude of the Japanese Government towards questions addressed to its delegates in London during the recent Anglo-Japanese naval conversations was further discussed this evening when the Japanese Ambassador, Mr Matsudaira, made a routine call on'Sir John Simon at the Foreign Office. The conversation was of a friendly character, and although it has not brought in sight a solution of outstanding differences it is believed to have served a useful purpose. Further conversations, which will probably be prolonged, appear to be in prospect and the feeling in informed circles here is slightly less pessimistic.
