TURKISH PROPOSALS. (United Press Assn. —Telegraph Copyright.) (Rec. 7.0 p.m.) Constantinople, Jan. 3. Emergency tax proposals to meet a threatened deficit include the Government taking the first month’s salary of all newly-appointed civil servants, also a bachelor tax and the duty on the expenses of marriages in hotels and public places.
