President Roosevelt to-day broadened the power of the National Labour Board to ensure effective control over recalcitrant employers in N.R.A. disputes. The President, by executive order, conferred upon the board authority to compose all conflicts threatening the industrial peace of the nation. He also gave the board definite authority to create regional boards and delegate its own powers. This step arose from a dispute between the Labour Board and the Weirton Steel Company, of West Virginia, which, despite a warning that it was violating the labour provisions of the N.R.A. conducted company and union elections.
