THE ITALIAN PROPOSALS. FRENCH APPREHENSION. (United Press Assn.—Telegraph Copyright.) Paris, December 7. The Italian proposals for the reform of the League of Nations are regarded as a fraud with the danger that Signor Mussolini is apparently aiming to substitute for the League something like the Four-Power Pact, namely, a limited directorate of the larger Powers to assume responsibility for the settlement of political problems in Europe in which the lesser Powers are practically novices.
