ISSUE OF TREASURY NOTES. (United Press Assn.—Telegraph ’Copyright.) (Rec. 7.0 p.m.) Shanghai, October 5. For the purpose of rehabilitating China’s finances, the Finance Minister, Mr T. V. Soong, following the arrival here of Dr Rajchmann, League adviser to the Chinese Government, announced the pending flotation of 100,000,000 dollars’ worth of Customs and Treasury notes. This proposal is expected to receive the approval of the Central Political Council.
