JAPAN’S NAVAL BUILDING. (United Press Assn—Telegraph Copyright.) (Rec. 7.0 p.m.) Tokio, August 28. Navy spokesmen condemn mischievous propaganda regarding Japan embarking on naval competition leading to war with America. The reports of strained relations featured in the vernacular Press, they state, are ridiculous and harmful. Japans building is essentially a protective measure prompted by the large expansion of programmes of other countries.
