DECISION REVERSED
TROTSKY VISITING FRANCE. (United Press Assn.—Telegraph Copyright.) (Rec. 7 p.m.) Naples, July 23. Having obtained a reversal of a wartime refusal to admit him to France, M. Trotsky, who is exiled from Russia, arrived en route to Marseilles from Constantinople. He is in bad health and apparently fears assassination, as he rarely leaves his cabin, which is being guarded by two detectives while he is in Naples.
