Officials are seriously concerned at consular advices that the Soviet is proceeding with the trial of the officers of the Rotohira Maru, utterly disregarding Japan’s strong protest that, the vessel was arrested outside territorial waters at Kamchatka.

A Japanese destroyer failed to arrive in time to intercept a Soviet guardship escorting to Petropavlovsk the Japanese fishing steamer Rotohira Maru, which was arrested on July 8. The Japanese naval authorities investigated the matter. They ascertained that the Rotohira Maru was outside Kamchatka territorial waters at the time of its seizure.
