Lord Lamington, Lord Melchett, Lord Biddell and Sir Stanley Machin are among the signatories to a manifesto issued by the Empire Trade League urging the establishment of a local organization in provincial . towns to organize overseas community settlements in well-situated, compact areas where intense activities could speedily be organized. The manifesto says that huge colonizing adventures under chartered companies or other auspices can only be regarded as a long-range plan for the future.
