STATE OF MANCHUKUO
MONARCHY FAVOURED. (United Press Assn.—Telegraph Copyright.) Kobe, July 12. The Hsingking Constitution Drafting Commission has agreed in accordance with the general wishes of the people that Manchukuo should become a constitutional monarchy. It _is expected that after collaboration with the Japanese experts Henry Pu Yi will ascend the throne at the appropriate moment. Mr Henry Pu Yi is President of the new State of Manchukuo. He is not yet 30 years of age. He was the last Emperor of the Chinese, the tenth of his Manchu line. He was only six years old and had been four years ojt the throne when China became a republic, and he was forced to abdicate, retaining for twelve years longer, by special arrangement,' his splendid imperial titles. Mr Pu Yi was badly treated by the Chinese. He was expelled eight years ago from the Forbidden City, when his privileges, honoured till then, were taken from him, and he was forced to take refuge with the Japanese Legation at Tientsin. When Manchukuo was declared a separate State Mr Pu Yi was chosen as first President.
