NEGOTIATIONS OPEN REPLY TO MUSSOLINI’S SCHEME ECONOMIC FEDERATION (United Press Assn.—Telegraph Copyright.) (Rec. 6.30 p.m.) London, June 24. The Daily Guardian says negotiations have begun in London for the formation of an economic federation including Austria-Hungary, the Little Entente, Bulgaria and perhaps Poland. The proposal is a counter move to Mussolini’s scheme for Austro-Hun-garian union under - the Hapsburgs which M. Daladier practically killed. The federation will probably take the form of a customs union _or low tariff agreement and will possibly include a currency agreement.
