NEW COMMANDER-IN-CHIEF.

(Rec. 5.5 p.m.) Rugby, June 17. Admiral Sir John Kelly has been appointed Commander-in-Chief at Portsmouth, in succession to Admiral Sir Arthur Waistell. Sir John Kelly in 1931 was appointed Commander-in-Chief of the Atlantic Fleet.
